SEQUEL TO ACCIDENT TRAGEDY NEAR PALACE LONDON, Nov. K) Frank Henry Hills, driver of the rrtotor-car which swerved while descending Constitution Hill, opposite Buckingham Palace, during the changing of the guard on October 7, and crashed into a crowd on the footpath, killing four and injuring 27, was arrested after he left hospital and charged with manslaughter. He has been remanded for the time being.
