SINGLES CHAMPIONSHIP VINES' CHANCES REVIEWED (Received August 22, 5.5 p.m.) NEW YORK, Aug. 21 "Tennis observers who accompanied Ellsworth Vines, United States champion, through Europe and were with him at Newport last week are not very hopeful of his chances in the national singles tourney to lie played at Brooklines, Massachusetts, if he meets Jack Crawford (Australia). They consider that Fred Perry (Britain) and Frank Shields (United States) are only a little less dangerous to Vines' hopes of defending liis title. Rain caused the championships to be postponed to-day and for the same reason tlio women's championships at Forest Hills were postponed.
