(3) That the proposed Security for the repayment of such Loan shall be a special rate of four-fifths ,(4-stha) of One Penny in the £ upon the annual value of all rateable property in the City of Auckland. (4) That the Auckland City Council proposes either: — (a) To make, the Loan repayable at the end of thirty (30) years from the date of issue, with provision for a sinking fund of not less than One and threequarters per centum (IS p.c.) per annum, or (b) To make the Loan repayable by equal aggregate annual or half-yearly instalments of principal and interest over a period llot exceeding Thirty (30) years. (5) That the Auckland City Council proposes to pay ' out of- such Loan such costs, charges and expenses not exceeding the sum of £l,llO as the Auckland City Council may determine to have been actually incurred in connection with such loan, but not tho Interest, or Sinking Fund thereon for tho first year.
