REASON FOR ARREST •: CIVIL DISOBEDIENCE GANDHI'S HOPE OF SPREAD ' By Telegraph—Press Association—Copyright British Wireless RUGBY, Aug. 1 The Bombay Government has issued a statement explaining the reason for Gandhi's arrest, and quoting his own words as • showing his attitude toward civil disobedience. The Government maintains that there is no real distinction between mass and individual civil disobedience, and states thatGandhi contemplated that individual disobedience would lead to mass civil disobedience. The Government anticipated a repetition of the unfortunate result of tho past civil disobedience campaigns. It has refused Gandhi's offer to make over to it his seminary, on the grounds that it is no concern of the Government as long as taxes are paid. The taxes for this year have already been collected. Press messages from Calcutta stata that the Hindu community is unmoved by Gandhi's arrest, and that life is proceeding as usual. Disobedience of this order will mean his rearrest and trial under a special law recently enacted. The people throughout the country are apathetic about tho arrest, which indicates that Gandhi has lost hii leadership.
