RUSSIAN PROPOSAL
ECONOMIC AGGRESSION SUGGESTED ABOLITION LONDON. June 15 A draft resolution, evidently aimed ni, tholliritish embargo on Russian goods, was submitted to the Economic Conference to-day by M. Litvinoff. It was to the effect that the various Goveniments should agree to withdraw all measures of economic aggression, discrimination or boycott, irrespective of j tlie motives underlying them.
