TREATMENT BY GERMANY LEAGUE COUNCIL CONSIDERING GENEVA. May 23 Germany has refused to accept the report to the League of Nations submitted by the Irish Free State delegate, Mr. Lester, who was entrusted witn the investigation of Herr Bernheim s petition on behalf of the Jews in Silesia. Mr. Lester declares that Germany has ignored the Geneva Convention of 192.. in respect to the treatment of minorities in Silesia. Therefore she should reinstate and compensate Judges, lawyers and other victims. Germany intends to contest the legality of Herr Bernheini's petition on the ground that he was not born in Silesia. The Council of /the League will debate the question and if a unanimous decision cannot be reached will refer it to the Court of International Justice. During the week-end Mr. Lester consulted the German delegates and a new draft is understood to have been sent to Berlin for approval before being submitted to the Council.
