The Chancellor of the Exchequer, Mr. Neville Chamberlain, and the President of the Board of Trade, Mr. Walter Kunciman, are believed to be opposed to Mr. Baldwin and tlio Dominions Secretary, Mr. J. H. Thomas, who say, " pay, whatever the consequences." It is understood that the Cabinet has agreed to leave the matter to a free vote of the House of Commons, which is likely to favour payment.
