A decision to urge the establishment of special homes for the treatment of "borderline" cases was reached at the annual meeting of the Mental Hospital Reform Association on Monday. Appreei* ation was expressed at the efforts or the Mental Hospitals Department t« ameliorate the lot of patients. + financial statement disclosed a credit balance of £25. Mr. J.
