LOCAL BODIES' CONTROL PARTY STRUGGLE IMPENDING LONDON, April 30 The Sunday Despatch states that preparations are being made for a gieat fight at the local elections in the Irish Free State, when the issues will be similar to those at the recent general election. Mr. de Valera believes that his programme cannot be achieved while the councils are being administered by bodies that were elected under tho Cosgrave regime. The councils are refusing to levy rates, thereby .hampering Mr. do Valera. The Fianna Fail accordingly is attempting to gain complete control of the local bodies throughout the country. The Cosgrave party, on the other hand, is attempting to prove that the people want to end the economic war and 'desire the restoration of the ordinary markets.
