REPLY TO SOVIET NOTE JAPAN STANDS ALOOF MATTER FOR MANCHUKUO By Telegraph—Press Association—Copyright TOKIO, April 20 Count Uchida, Foreign Minister, replying to the Soviet's Note regarding a settlement of the Chinese Eastern Railway dispute, says this must be settled by direct negotiations between Manchukuo and Russia. Tlio Soviet must recognise Manchukuo's equal footing in the management of the railway and must abstain from arbitrary actions imperilling peace and order in the Far East. A Foreign Office spokesman intimated that Japan does not intend to take positive action. He suggested the possibility of a scheme to offset the Russian debt, amounting to upward of 500,000,000 yen (£50,000,000 at par), in connection with the purchase price of its interest in the Chinese Eastern Railway. SINKIANG REBELLION MANY INDIANS KILLED CALCUTTA, April 20 News of a rebellion in the Chinese frontier province of Sinkiang is confinned. Numbers of Indian shopkeepers have been killed.
