CONSTITUTION OF BOARD DESIRE FOR ALTERATION [BY TKI/KGItArn —SPECIAL IIEX'OKTKR] AV HANGAR EI, Friday Criticism of tlio present constitution of the Whangarei High School bojird of governors was made to the Minister of Education, the Hon. R. blasters, this evening by a deputation of the "Whangarci and District School Committees. Mr. F. Mogford said tho Act of 1878 made provision for tho constitution of the board as follows:—Two appointed by the Government, two by tho Auckland Education Board, two by tho Auckland Grammar School board, two from the parents and tho county chairman. In 1925 the Junior High School, which took from the primary schools standards five and six, was instituted, and the question of franchise was raised. Tho then Minister agreed that wider representation was desirable, but nothing further had been heard on the matter. Mr. Mogford submitted that th.o conditions of 1880 did not apply to present conditions. Ho suggested that the representation should bo altered to two Government members, two from tho Auckland Education Board, four from the Whangarei Borough and one from the Whangarei County. Tho present conditions warranted more democratic franchise. Mr. C. V. Stringer said he failed to see why the Auckland Grammar School board should have two members on the board, as it had no interest in the Whangarei High School other than that of a sister organisation. Mr. Masters, in reply, said he was not conversant with the constitution of the Whangarei board. There must have been a reason in 1878 for tho Auckland Grammar School representatives on the board, and he would ascertain if thoso reasons still applied. "I feel that local interests play an important part in education and' appreciate very much the work being done by local committees," said Mr. Masters, who piomised to go into the position upon his return to Wellington.
