FOREST RELIEF SCHEME PRESIDENT SIGNS BILL WASHINGTON. March 31 The President, Mr. Roosevelt, to-day made his forest conservation and employment programme _ law by signing the bill embodying his scheme, while aides rushed to' make ready for enlisting thousands from the cities' unemployed. . Mr. Roosevelt also signed the Cope-land-Cellar Medicinal Liquor Bill, removing restrictions on the amount doctors may prescribe. WORLD STATISTICS NEW ZEALAND POSITION GENEVA, March 31 The statistics of the International Labour Office for the first quarter of 1933 show a world-wide increase of unemployment except in Canada, Germany and Poland, which' have decreased, the last two partly owing to the exclusion of workless whose benefit rights have expired. New Zealand shows an increase of 13 per cent.
