CONSTRUCTION SCHEME LONDON TREATY STRENGTH (Received April 2, 5.5 p.m.) NEW YORK, April 1 The Washington correspondent of the New York Times-says it is learned that the Navy Department has a plan for submission to Mr. Roosevelt designed to bring the United States Navy up to the approximate strength fixed by the London Treaty at a cost of about 230,000,000 dollars spread over three years. It is proposed to spend 46,000,000 dollars in the first year. Tho plan envisages the construction of 20 destroyers, five light cruisers, four submarines and one aircraftcarrier. The cruisers will carry eight to 10 six-inch guns. This programme will involve only about one-third of tho cost of the tonnage recommended in 1930, which Mr. Hoover rejected. Ono cruiser will bo provided with a landing deck for aeroplanes. , , . A cessation of battleship building until America can overhaul her system of national defence was recommended to the Military Committee of the House of Representatives yesterday by Major-General Benjamin Foulois, chief of tho Army Air Corps.
