SURTAX OF 15 PER CENT NEW ZEALAND AFFECTED PARIS, March 23 A surtax of 15 per cent has been imposed on imports from South Africa, Now Zealand and Ceylon. A similar tax, designed to offset tho depreciated currencies of China and Japan has now been increased to 25 per cent*
