At the conference of the New Zealand Justices of the Peace Association a resolution was passed urging, that the punishment for conversion of cars should be substantially increased. Another resolution passed was that magistrates should be empowered to place on probation without conviction delinquent young persons over 17 and under 21 on the complaint of parents, guardians or police.
