IJEPEAL MOTION LOST VOTE IN LOWER HOUSE MAJORITY NOT LARGE ENOUGH By Telegraph—Press Association—Copyright WASHINGTON. Dec. 5 The House of Representatives to-day rejected a motion submitted by the Speaker, Mr. J. N. Garner, for the repeal of prohibition by 272 votes to 144. A t\vo-tbirc!s majority (277 votes) was necessary to carry the motion so that a change of six votes would have brought about its adoption. Inasmuch as Mr. Garner has said ho would not permit another vote on repeal this session this vote is believed to-have killed the question at least until the new Congress meets. The motion was supported by the. Republican leaders. Mr. John O'Connor (Democrat —New York) introduced a bill to legalise the sale of beer containing 3.2 per cent alcohol by weight. In the Senate Mr. Joseph Robinson, Democrat leader, stated that the Democrats' programme for the prompt consideration of prohibition proposals would not be affected by the vote in the Housa of Representatives.

Because both parties demanded an opportunity to vote on the liquor question Mr. Garner announced recently that lis would recognise a motion to suspend the rules of the Ilouse in order to decide the feeling, on the first day of the session.
