ADVERTISING PROPOSALS EXPENDITURE IN DOMINIONS [from our own correspondent] LONDON, Nov. 1 Tea planters in Ceylon have icalised the necessity for advertising and have set up a Tea Propaganda Board. At the inaugural meeting, held at Colombo a week or two ago, tentative proposals were submitted for a publicity campaign in various parts of the world. Mr. G. h. Stewart., of the Ceylon Estates Proprietary Association, wtis elected chairman. The question of the amount of tax was discussed, and it, was decided that.an initial levy be made of 50 ceni,s per 1001b. of tea exported, which, on the basis of the 1931 exports, would provide an annual income of approximately s.JI,UUU. A provisional allotment of expenditure for advertising and propaganda included the j following; Canada. £30,000; South | Africa. £10.000: Australia, £25,C00; and j New Zealand, £IO.OOO. The question of personnel was discussed j and the chairman * intimated that in Ins I view it was necessary to appoint at the j earliest possible date an advertising com-., missionor, who should he ;i incin v. ith con- . siderable experience m the advertising j profession and who would act as a sort j of technical adviser to the board. | The procedure which he contemplated j was that such a commissioner should not j be permanently resident in Ovlon but that he should, on arrival in the island, draw up from data already available, schemes for propaganda in the countries which would come 'uruTer the more direct control of Ceylon, namely. Australia, New Zealand. Afrca, Egypt and Iraq, arid that he should, when such schemes have received fhe approval of the board, proceed to inaugurate them personally in the countries concerned through the medium of advertising agencies in existence in those countries.
