BROADCASTING IN ENGLISH REPLY TO BRITISH PROTEST LONDON, Dec. 4 It is reported that the Soviet has refused the request of the British Ambassador, Sir Esmond Ovey, to cease broadcasting Communist propaganda in English. The Soviet alleges that it, is only broadcast for the benefit of British residents in Russia.
