BUREAUCRACY ATTACKED
NEW SOVIET DECKEE
DRASTIC STAFF DISMISSALS
CLOSING MOSCOW OFFICES
By Telegraph—Press Association —Copyright (Received November 21, 6.25 p.m.) LONDON, Nov. 21 The Moscow correspondent of the NewsChronicle reports that 10 to 20 per cent of the Soviet's 8,000,000 bureaucrats have been retrenched under a decree, the publication of which is postponed until rejoicings at the 15th anniversary of the revolution are ended.
Great syndicates controlling industry, commerce and agriculture are to be abolished as superfluous. Half the Moscow offices of provincial political and trade organisations are to be closed and 83 per cent of the staff sum marily dismissed. The decree affects the entire political and economic life of Russia from powerful commissars in Moscow, Tiflis and Kharkov to village clerks.
