VALUATION OF LAND
Sir, —Section 45 of the Valuation of Act provides that an owner may gh - e notice to the Valuer-General to reduce the value or acquire the land. Then follows the procedure when such notice is received by the Valuer-General. This section is probably the most interesting from the property owners' point of view, and there is no doubt that advantage may be taken by offering properties at low prices with the knowledge that the Government will not buy and would thus be compelled to reduce the valuation to the figure at which the property was offered. Parliament is now considering a complicated amendment which no doubt is intended to prevent advantage being taken of this section. If instead of this, a simple amendment was made providing that all properties offered to the Government had also to be made available to the general public for a period, of say, three months, I think that only genuine cases would come before the Court.
