Oct. 15 Before an enthusiastic crowd of 30,000 people at Cleveland, Ohio, tho President, Mr. Hdover, delivered his second campaign speech. Combined with his militant support of tho protective tariff was a denunciation of his critics. In one instance Mr. Hoover described as " lies" propaganda alleged to havo been distributed from tho Democrats' headquarters. This was to tho effect that ho bad participated in a shady deal in contracting with Chinese labourers to work in mines in South Africa. The speech was largely directed at Labour, which bo said had been saved from immeasurable sufferings owing to the tariff, now that labour and monetary standards in many parts of tho world Were so low. The President again insisted that 'America was the victim of economic and political dislocations abroad which neither the tariff nor. over-speculation on Wall street bail precipitated. ATTACK ON TARIFF RETALIATION AT OTTAWA > "BITTER EXPERIENCE'" '(Received October 10, 6.15 p.m.) NEW YORK. Oct. :5 The New York World Telegram commenting on the Ottawa agreements, attacks the Smoot-Hawley tariff. It says that, the estimated loss of exports is between 75,000,000 ana i 50.,000,000 dollars ft year. " We complain of injustice to our two best customers," says the paper. "They are simply retaliating against our monstrous tariff. Perhaps the miisguided voters, both Republicans and Democrats, who have been fooled in tho past by the 'prosperity thrpugh tariff myth, will learn from this bitter experience."
