CHINESE PORT SEIZED INCIDENT IN CIVIL WAR NO RESISTANCE OFFERED

There was a startling development in the Shantung civil warfare this morning when Chinese marines from gunboats belonging to Marshal Chang Hsueh-liang's forces landed and assumed control of Chefoo without encountering any resistance. Chinese circles believe this move is intended to secure the port's huge revenue and defeat Lui Chen-ien, who has been in supreme control of the Chefoo district for the past five years. Excellent order is being maintained in the city. LYTTON COMMISSION REPORT ON OCTOBER 1 LEAGUE DISCUSSION DEFERRED

The president of the Council expressed its regret that Japan had sought a fresh postponement. He said it considered Japan's recognition .of and treaty with Manchukuo had prejudiced the League's decision.
BANDITS' OUTRAGES WARNING TO FOREIGNERS FATE OF KIDNAPPED PAIR (Received September 25, 5.5 p.m.) TOKIO, Sept. 24 Owing to outrages by brigands against foreigners the Japanese Consul-General at Mukden has asked all the foreign Consuls not to allow their subjects to venture from the cities.
A message from Shanghai says despatches from Mukden state that a peasant has actually visited Mrs. M. Pawley and Mr. C. F. Corkran, the two British subjects who were kidnapped by bandits. They are said to be living in a miserable hut 30 miles from Newchwang. They are guarded by a handful of bandits, who are treating them fairly well, but the bandits are short of provisions.
