Japanese treaty with Manchukuo, pending the receipt of the Chinese Note o' protest. At present there is no indication that the Department intends to break its silence regarding the situation. It is understood it is awaiting with interest the publication of the Lytton report. In the meanwhile it is proposed to retain the American Consuls in Manchuria indefinitely to deal informally with the Manchukuo authorities, although they will be still officially accredited to China.
