CHINESE PROTEST AWAITED NO DIPLOMATIC CHANGES By Telegraph—Press Association —Copyright (Received September 18. 5.5 p.m.) ' WASHINGTON, Sept. 17 The State Department has withheld comment on the situation in-the Far East following upon the receipt of the text of th r . Japanese treaty with Manchukuo, pending the receipt of the Chinese Note o' protest. At present there is no indication that the Department intends to break its silence regarding the situation. It is understood it is awaiting with interest the publication of the Lytton report. In the meanwhile it is proposed to retain the American Consuls in Manchuria indefinitely to deal informally with the Manchukuo authorities, although they will be still officially accredited to China. JAPAN'S ADVENTURE anniversary in china day passes quietly (Received September 18, 11.55 p.m.) SHANGHAI, Sept. 38 Owing to precautions taken locally the celebration of the anniversary cf the commencement of the Japanese adventure in Manchuria passed without incident., Ihe only outward signs of the celebration were half-masted flags. At the Nanking power station at 11 a.m. all lights were turned on and a siren was sounded. Thereupon five minutes' silence I was observed. People in aeroplanes and motor-cars flooded the streets with pamphlets eulogising the feats of the volunteers in Manchuria.
Amusement halls were closed. There is .a strained atmosphere, but no disordeis have occurred,
