NEW NIANCHURIAN STATE JAPAN'S RECOGNITION ENTIRE NATION EN FETE EXCITEMENT IN CHINA By Telegraph—Press Association —Copyright (Received September IS. 5.5 p.m.) TOKIO. Sept. 14 Most elaborate arrangements have been made for celebrating Japan's recognition of Manchukuo. There is to be a monster reception at Tokio in a public hall, when members of the Cabinet will speak. Other events will be popular displays, parades and lantern processions throughout' Japan. A message from Shanghai states that although the day opened without promise of any demonstration against Japan's ircognition of Manchukuo, the situation is somewhat more tense owing to tho inexplicable. strengthening of the Japanese forces along the Yangtze Valley. Martial iaw has been declared at Nanking, where the Japanese have landed machine-guns and provided extra patrols of soldiers and police in the streets, especially in the northern area—the location of foreign Consulates and foreign residences. All demonstrations have been forbidden at Shanghai. PEOTOCOL SIGNED MUTUAL PLEDGES GIVEN DEFENCE OF TERRITORY (Received September 15, 11.15 p.m.) KOBE, Sept. 15 Tho recognition of Manchukuo by Japan is now complete. At ten o'clock this morning at Changchun the Japanese Plenipotentiary, General Muto, and the Premier of Manchukuo, Cheng Hsiao-hsu, signed a protocol of mutual respect for sovereignty territorial integrity, good neighbourliness, and peace in the Par East.
Both parties regard the internal and external menaces against Manchukuo as of common interest. Manchukuo consents to the maintenance of the necessary Japanese troops in Manchuria. They pledge common defence against a third party and all appropriate and effective measures if the. sovereignty of the territory is infringed. All the towns in Manchukuo are en fete.
At Tokio in alternating sunshine and heavy showers the citizens celebrated the occasion. Thirty thousand people, carrying the flags of Japan and Manchukuo, paraded the beflagged streets headed by the Tovama Military Band' and finishing in front of the Palace, where " banzais for the Emperor were given. CHINESE OFFENSIVE OMINOUS PREPARATIONS ORGANISATION OF FORCE PEKING, Sept. 8 Large bodies of Chinese irregular troops are making elaborate plans for a general offensive against Manchukuo in the very near future. It will coincide with Japan's recognition of the Manchukuo State, say reports in the Chinese press here. Forces opposed to the Manchukuo State have hitherto been opei-ating independently in the Jehol and Chahav provinces, but they are now organised under a joint military commission for the purpose of taking common action against the Japanese in South Manchuria.
