FLOODS AND CHOLERA RELIEF MOVE IN JAPAN (ReC'eived August 28, 5.5 p.m.) TOKIO, Aug. 27 Prince Tokugawa is head of a comTnittee which has organised a nation-wide campaign for funds for the relief of 2,000,000 starving refugees from the floods in Northern Manchuria. An epidcm'c of cholera has added to the horrors of the stricken population.
