DRASTIC MEASURES URGED BORDER SMUGGLING CHECKED - DUBLIN, July 27 Speaking at a Trades Union Conference at Cork/ Mr. Norton, Labour leader in the Dail, said the Government would have to recognise that revolutionary methods must be adopted to meet the present crisis. No traditional capitalism must be allowed to stand in the way. The customs officers on the Ulster border have reinforced all lonely spots in order to counteract smuggling. Forty-six cattle were captured in one haul, the drivers hoping to evade payment of £2OO in duties. The drivers fled when they saw the police, leaving the cattle to bo impounded.
