A vivid description of European cornplica I ions ns seen at Geneva is given by the special representative of the Daily Express. Ho depicts a scramble by the Balkan Powers for money and Prance seeking further powers to help her satellites while, she herself is choked with hoarded gold. "It. is true that France has lent, millions of francs to Yugoslavia and Hungary," says the correspondent, "but she has benefited largely by the. orders for munitions placed with hrr by these Balkan States. "The Financial Commission of f heLeague of Nations, which expressed regret that, so much was spent on preparations for war, recommends loans of 13,500,000 dollars to Austria and 10,000,000 dollars to Greece. It. is Hear that the hegemony France established in 1919 is beginning to totter now.
"France has conceived the idea of making the League a super State but unless France abandons that idea America will not remit one cent, of the war debts. I understand that Britain has definitely decided not to grant any help to the Balkan countries unless she is convinced they desire to help themselves. '
