EX-KING'S MANIFESTO.
BLAME FOR REPUBLICANS. (Received February 2S. 5.5 p.m.) PARIS, Feb. 27. Ex-King Alfonso of Spain has issued a manifesto to the people of that country in which he charges the Republican Government with causing its unhappiness. Just as lie left Spain for the country's good he would return for the same reason.
Tho ex-King urges all •who believe in suppressing anarchy and communism to form a provisional government, summon the Cortes Parliament and formulate a new constitution.
