CHANGE IN CONSTITUTION. MUNICH. Dec. 21. "If (he German nation once authorises tlie Nazis to introduce a new Constitution you are powerless to prevent it," says Heir Adolf Hitler, the Nazi leader, in an open letter to the Chancellor, Dr. Bruening. " Germany does not exist for the sake of tho Constitution. If the Constitution fails tho nation does not perish, but it changes it." Herr Hitler cites Germany's inability to follow England's splendid election example as proof that a democracy is not suited to Germany. He condemns as futile the provisions of the emergency decree aimed at political excesses and prophesies an increase of political terrorism as a result of it..
