HOPE OF SETTLEMENT.
ATTITUDE OF TOKIO. FOREIGN OFFICE MESSAGE. SYDNEY, Sept. 22. The Japanese Consul-General, Mr. Kojiro Moriye, discussing the Manchnrian hostilities, said his Government had communicated the fact that an attempt was being made to confine the disturbance to Mukden. The Foreign Office had reported further that there was no sign of panic in that city, but all precautions were being taken for the safety of the residents. The Japanese Government strongly desired to prevent the trouble from becoming widespread, and accordingly had instructed its authorities in China to try to settle amicably with the Chinese authorities.
