RETURN TO PROSPERITY. AN OPTIMISTIC OPINION. LONDON, Sept. 2!. Commenting at length on what he deScribes as " the real starting point of cheaper production and a return to prosperity," Mr. Arthur \\ade, financial editor of the Evening Standard, in an article in that paper says: "There will hp, plen!y of food in England while in t.he Dominions there are willing suppliers of her food wants, and willing buyers of her goods and manufactures in return. " There is no need to fear foreign exchange troubles. In our relations with the. Empire inter-Empire trade and exchange transactions balance out very nicely and promptly. Personally I believe a trade revival in England will begin this year." SUDDEN CHANGE FOR BETTER A CANADIAN OPINION. QUEBEC. Sept. 21. " When tin? turn in business conditions comes it. will be sudden," predicts Mr. narold Ritchie, of Toronto, a wealthy exporter and leading business man, on his return from Europe. The curtailment of production of gram, cattle and other foodstuffs will result in a shortage, he says, when world finances will recover. He blames the foreign exchange for the depression.
