The Chilean Cabinet resigned late tonight. A special session of Congress is called for to-morrow, to decide on the declaration of a state of siege, as asked by the vice-President, Senor Manuel Trueco. The mutinous sailors, headed by a few officers, the others having been imprisoned, are in complete control of the Chilean Navy, which is riding at anchor in Coquimbo Harbour, ready to steam ont to sea if the Government does not meet the men's demands. The mutineers have their headquarters on the battleship Almirante Latorre. They ask for increased pay, the return of the former President, General Carlos Ibanez, for trial, a levy upon the wealthy citizens for balancing the Budget, the seizure of large estates, and other similar demands. The Government has given the mutineers until 4 a.m. to-morrow to surrender, after which it will send the air forces to attack the ships. The members of the Cabinet of the acting-President, Senor Trucco, in the meantime have verbally presentod their resignations.
