When addressing the Collegium cf the Foreign Commissariat at- Moscow Stalls said tie economic" crisis aaected the proletariat throughout the world, and therefore it behoved the Soviet to co-operate with capitalistic countries to maintain j peace and ensure the welfare of the j world's proletariat. Stalin instructed the Commissariat to j revise the Soviet's proposed non-aggres- j sion pact, for presentation to the foreign J Powers at the earliest opportunity.
