EXTRACTS FROM THE HERAL9. The following are extracts from the New Zealand Herald of August 23,1881: The Premier has telegraphed to the Mayor his reply to the resolutions of the recent, public meeting urging on him the necessity of providing funds for the prompt completion of the railway reclamation works. It is extremely unsatisfactory, not only because itcontains a refusal,, but because the reasons given for it are inconsistent with a previous statement made by the Premier. If the Government will not ao justice, it cannot be compelled, but the struggle to obtain it should not be considered ended by the inconsequential contents of the telegram. Our Apia correspondent writes: When Samoa is annexed by Germany German guns and bayonets may be flourished m Apia ad lib, but in the meantime Britons and Americans do not care about German weapons being poked under 'their noses during their evening stroll. It is the impression that the Acting German Consul had taken an extreme step by introducing armed men without consulting his consular colleagues."
