NEED OF.STRONG FORCES.
MEMORANDUM TO LEAGUE.
PARIS. July 10.
The Cabinet at a meeting over which the President, M. Doumer, presided, drafted a new and important memorandum on armaments which M. Briand, Foreign Secretary, is sending to the League of Nations.
It is expected to arouse great interest in the European capitals, because it stresses the necessity of France's maintaining the strongest Army, Navy and Air Force,in Europe.
The object is'the guaranteeing of her own security, as well as forming the principal force for assuring peace in Europe.
