MOBILISING RESOURCES. A COMPREHENSIVE HILL. ROME. May 8. Far-seeing provisions for mobilising men and women in war timo are contained iti a bill which the Supreme Defence, Commission has submitted to the Chamber of Deputies. Only boys undei 36, persons over 70 years of age, invalids and expectant mothers arc exempted from duty, the nature of which is set out in 54 clauses. One clau.se stipulates that the proposed economies and other measures shall auto inatically become operative tho moment war is declared. Non-combatants will undergo Llit same discipline and sacrifices es the combatants.
