Jn fho course of a speech at Brussels, tlie Minister of Defence, Count de Broqueville, said that notwithstanding the guarantees under the, Treaty of Locarno, the Belgian Government had decided to construct a lino of forts in front of the present line. The cost would be £2,270,000, and £1,710,000 in addition would bo spent on heavy artillery.
