The delegates to the Independent Labour Party's Conference, by 173 votes to 37, rejected a motion to instruct the council to break away from the Labour Party. Fenner Brockway, member ok" the House of Commons for Leyton East, was elected chairman of the party. Mr. A. F. Brockway formerly was editor of the Labour Leader.
