Herr Groener asserted that the French Army at present is the world's strongest and best equipped war instrument, owing to the intensity of the training, the strength of her reserves, and the quality of the army's equipment. "The treaty binds the other Powers as well as Germany to general disarmament," said the Minister, "and wo demand the fulfilment of the pledge. In the interests of peaco and European reconstruction Germany is willing to co-operate in every kind of disarmament undertaken on a basis of equality of rights."
