DISCUSSION AT GENEVA. BRITISH MOTION CARRIED. (Received November 10, 5.5 p.m.) GENEVA. Nov. 15. At to-day's sitting of tho Preparatory Committee on Disarmament of tho League of Nations, after Russian, Italian and German amendments had been defeated, tho committee carried by 16 votes to 3 a British motion favouring budgetary limilationl of land and war material, while recognising that certain members proferrod specific enumeration and others a combination of both methods.

Germany, Italy and Russia opposed tho motion. Bulgaria, China, Amorica, Sweden, Turkey and Venezuela did not vote.
