WAR PLAN STOLEN.
EXCITEMENT AT BUCHAREST. DISMISSAL OF GENERAL. . LONDON, Sopt. 23. The Bucharest correspondent of tho Daily Express says tho Government and military circles are excited at tho disappearance of a copy of tho Rumanian Army's defensive plan in case of war with Russia or Hungary. The thoft occurred three years ago, but was discovered only when a Soviet newspaper began to deride the secret details of Rumania's strategical scheme. As an outcome of the closest investigation, which was ordered by King Carol, General Mirescu, one of the country's, most brilliant leaders, who had custody of the plan, but who did not disclose the theft, has been dismissed. I?he general is now stated to be critically ill from shock and is nob expected to recover. ,
