TEN MILES UP IN BALLOON.

From Augsburge, in Bavaria, towards the end of the .summer, Professor Piccard, of Brussels University, and an assistant are to try to reach a height of nearly 10 miles in a specially constructed balloon. Their aim is scientific observation of atmospheric phenomena. The usual net covering of tho balloon has boon dispensed with, the basket, or in this casa an aluminium ball-shaped airtight cabin, being slung from the lower of two belts encircling the balloon. The cabin is being equipped as a laboratory, and will have : ino portholes for tho observation, and two manholes for the crew. The shell of tho cabin has been constructed scientifically to resist every known combination of atmospheric pressure from without and within, but Professor Piccard, and his dolleaguo will wear parachutes in case of accident.
