GERMAN PLANS OUTLINED. f— • FRENCH FEAR OF ATTACK. STEPS AGAINST INVASION. By Telegraph—Press Association—Copyright. (Received August IS, 8.-15 p.m.) PARIS, August IS. Ibo publication of a book by General Von Seeckt, Chief of Staff of the German Army, in which he outlines plans for the next war. against France, has resulted in anxious discussions which reveal the fact that the fear of a German attack is still potent in Franco notwithstanding the virtual disarming of Germany. There is every necessity for economy in connection with public finances, but M. Maginot, Minister of War, admits that it is impossiblo to cut down military expenses, as it is essential to maintain the strength of the professional army. The Minister says:— "Indeed our covering .force is no longer sufficient as it is difficult to sec, in the event of a sudden attack, how wo could prevent an enemy from invading our territory while our reserves aro being mobilised." M. Maginot proposes to hasten the completion of tho frontier defences so as to be able to hold up invading forces.
