HEAVY GENERAL SURTAXES.

ADDITION TO MAIN DUTIES.

EXEMPTION OF FREE GOODS. Tlic proposals i» regard to surtaxes aro embodied in tho series of resolutions }>y which ilie alterations iu tho tariff were brought into effect. These also contain authority for the change in tho assessment of duty on dressed timber and for tho policy iu regard to clearances, in terms of section 143 of tho Customs Act, to which tho l'rimc Minister referred in his statement.

Tho next resolution imposed an additional duty of 5 per cent, on goods "being the produce or manufacture of any country not forming part of the British Dominions" that fall in a long list of tariff items, details of which aro published below. This duty is in addition to the rates of duty set out in tho tariff. Tho list does not include any of the items in respect of which specific alterations are made by tho present revision. Primage duty at 1 or 2 per cent, will in future bo charged only on imports from Australia. In respect of imports from all other countries surtaxes will be imposed, but only on goods otherwise dutiable, so that goods free of duty, which have previously been liablo to primage duty, will not bo taxed at the customs at all.

A surtax of l-20th (Is in the pound) of the tariff rate of duly will be levied on the following items, which are subject to the duties specified, whether British or foreign, except the last item, on which there are preferential rates: —

Tobacco, cut, n.e.i. (pipe tobarco), 4» 2d per lb; tobacco, n.e.i. (plug tobacco), 4s per lb; cigarettes, n.e.i., 33s 'Jrl per 1000; cigarettes, exceeding in weight 2ilb per 1000, 13s Od; cigars, 15a per lb; snuff, 15s per lb; tobacco, fine cut, suitable for cigarettes, 13s Hi I .per lb; tobacco, unmanufactured, for manufacturing purposes only. Is per lb; spirits and spirituous mixtures, 36s per gallon; motor spirits, 7d per gallon; timber, rough-sawn baulks, 5s 0d per 100 sup. ft; timber, rough sawn, n.e.i., 7s 0d per 100 sup. ft; timber, sawn, dressed, lis Od per 100 Blip, ft; doors, wooden, plain or glazed, 30 p.c., or 4s per door-55 p.c., or 7s Cd per door.

On all other imports the surtax will he 9 40ths (22£ per cent., or 4s 6d in tho pound) of the standard duties. Wheat, and wheat flour aro exempted from both primage duty and surtax.

FIVE PER CENT. EXTRA.

WIDER BRITISH PREFERENCE. MANY ARTICLES AFFECTED. .A duty of 5 per cent, sd valorem, in addition to tho existing customs duty, is proposed on a number of nrticles of foreign origin. Tho effect of tho new levy is to increaso the measure of British preference. "It has hoen decided to make a concession on barley, which is an important food in the raising of pigs," said tho Prime Minister. "Hitherto the greater proportion of barley produced in New Zealand has been used in the manufacture of beer, and it is not, proposed to extend tho concession to such barlev.

"As certain legislative provision will bo required in tho Customs Bill, which is necessary to give statutory effect to the proposals in tho resolutions, the date of operation of the exemption of barley for purposes other than the manufacture of beer has been postponed until after August 31."
