CONSIDERATION IN AMERICA.
OPPOSITION OF AN EXPERT,
WASHINGTON, May 20,
Admiral Fringlo, . president of tho Naval War College, gave evidence today before the Naval Affairs Coniinitfeo of tho Senate. He said lie did not approve of the alteration between tho relative naval strengths of the United States and Japan, as proposed under tho London Treaty, as it would lessen America's chances of operating a successful campaign.
The witness also said ho could not agreo to the terms as regards cruiser strengths. All tho available tonnage in that class should carry Sin. guns.
