TRANSFER OF STATES' RIGHTS.

The Austrian Chancellor, Herr Schoeber, has introduced in Parliament a bill to amend the Constitution.
This would greatly extend the powers of tho President of the Republic, Dr. Mildas. It would givo him supieme command of the army, power to dismiss Pailinmont and, under certain conditions, to make decrees.
The franchiso age would bo l&ised, under tho bill from 20 to 21. Voting would be compulsory. \ Many of tho rights of tho Federal States would bo transferred to tho Government, especially in respect to the police, and Vienna would ceaso to bo a Federal State. Tho measure has been received enthusiastically by Government supportors in Parliament but gloomily by the Socialists.
