Rule HOI, which dealt wiHi (ho question of horses breaking, was replaced by Uio following: "If a horse by breaking at or near (ho winning post (rains thereby such mi ndvnii-' tage 11s to enable him to run info a place before any other horse or horses ill (he race, he shall be placed behind such other horse or horses <ind may be placed behind any other horse or homes in the race. The old rule provided that ;t horse breaking at or near the winninc post, shall bo subject (o no greater penalty than if he brokn on any other part of the track. unless in tho opinion of tho stewards the break was wilful, in which ease they may fine the horseman, suspend such horseman, disqualify thn horse for the raco or placo such horco behind tiny of the placed horaea.
