NEW CONSTITUTION PLANNED RULE BY SINGLE CHAMBER. Australian and N.Z. Press Association. (Received July 8, 8.5 p.in.) MADRID. July fi. Tho Liberal newspapers in Spain have been allowed by a relaxation of tho censorship to comment freely on the subject of the unwelcomo new constitution with which it is proposed to replace tho Dictatorship. Tho scheme is to vest tho Government of tho 'country in a singlo Chamber, of which half tho members will bo elected on the basis of universal suffrage. Another section would bo elected by professional, trade and agricultural bodies. Tho remainder of tho members would bo nominated. There would also be a Council of the Realm. This would have no administrative functions, but would ■ be able to intervene ill legislation.
