The United States Navy Department will ask Congress when it meets for the regular session in December for authority to construct two new battleships as tho first replacements under the Washington Treaty. Admiral Hughes, chief of naval dpcrations, announced to-day that the battleships Florida, Wyoming and Utah, under tho terms of the treaty, may be replaced by two capital ships in 1954. They must, however, bo laid down in 19.31. Details of the proposed new construction programmo wcro withheld.
