Johns, Newfoundland, says arrangements for the expansion of trade with the Empire were forecast in • the Speech from the Tluono to-day. It was announced that a treaty -was under negotiation with Ottawa. The speech forecast the appointment of a trade commissioner in London instead • of a High Commissioner.
